CIVIC AND VOTER EDUCATION
Generally, election as a form of political participation is an important tool in the realization of democracy. Election is regarded as a mechanism though which citizens get an opportunity to decide and influence their destiny through a political process. It forms one of the significant ways through which people can participate in decisions that affect their lives and hold their elected representatives responsible for results (UNDP, 2004).
It is impossible to conceive of democracy in a modern and complex organization or society being possible without a system of establishing the choices of large bodies of citizens through voting procedures. Elections are one of the defining events of modern democracies, and with periodic and fair elections come the additional prerequisites that citizens will have choices between individuals, parties, and policy options.
They will also have the freedom to make these choices without undue intimidation, and will have the right to put themselves or others forward as candidates for office. Finally, they will have the necessary freedoms to discuss policy option and to form associations that will compete in elections, endorse certain candidates or parties, and/or provide them with the information and discussion they need to make their election choices at the ballot box.
Due to high levels of illiteracy rates in Ghana especially in remote areas of the country, many young people and adults are not aware of their rights and duties since they cannot read or write. This has short comings especially during the elections. For example people are not aware that regular elections are a constitutional right and duty and this needs to be explained to the masses. Voter turn-out over the last elections has not been encouraging prompting civil society organizations like DREAM AFRICA to promote civic education and voter education.
It is argued that civic education aims at creating individuals with the capacity to go beyond citizens who are passive subjects of the state, to those who are well informed and responsible. It should equip citizens with skills to participate and contribute to the development of and maintenance of democratic governance and citizenship which eventually leads to the establishment of a stable democratic political system. Civic education is one way to develop civil society since it is able to provide an essential antidote to political destabilization, confrontation, and threats to national security.
DREAM AFRICA engages in Voter education activities in rural communities where illiteracy rate is very high and recorded low voter turn-outs in previous elections. Our activities involves providing information on who is eligible to vote; where and how to register; how electors can check the voter register to ensure they have been duly included; what type of elections are being held; where, when and how to vote; who the candidates are; and how to file complaints. Our education programs also provide information on the system of government; the nature and powers of the offices to be filled in an election; the principal economic, social and political issues facing the nation.
